PCRs and programme-operator rules sit on top of these standards, not alongside them. PACT is a data-exchange framework, not an ISO standard or a certification. CBAM is a regulatory reporting framework, not a product carbon footprint. Independent verification and programme publication are carried out by third parties. Riskoa is not a verifier, programme operator or accreditation body.
